岸田総理大臣夫妻は、G7広島サミット出席のため広島市を訪問中のG7首脳夫妻（エマニュエル・マクロン・フランス共和国大統領、ジョセフ・バイデン米国大統領夫妻、ジャスティン・トルドー・カナダ首相、オラフ・ショルツ・ドイツ連邦共和国首相夫妻、ジョルジャ・メローニ・イタリア共和国首相、リシ・スナク英国首相夫妻、シャルル・ミシェル欧州理事会議長、ウァズラ・フォン・デア・ライエン欧州委員会委員長夫妻）を、広島県広島市広島平和記念公園で出迎えた。

Mr. Olaf SCHOLZ, Chancellor of the Federal Republic of Germany and his spouse; H.E. Ms. Giorgia MELONI, President of the Council of Ministers of the Italian Republic; The Right Honourable Rishi SUNAK MP, Prime Minister of the United Kingdom of Great Britain and Northern Ireland and his spouse; H.E. Mr. Charles MICHEL, President of the European Council; and H.E. Dr. Ursula von der Leyen, President of the European Commission and her spouse), who were visiting Hiroshima to attend the G7 Hiroshima Summit, at the Hiroshima Peace Memorial Park in Hiroshima City, Hiroshima Prefecture.

On May 19, from around 11:21, Prime Minister KISHIDA and other G7 leaders visited the Peace Memorial Museum together, saw the reality of the atomic bombing, received an explanation of the exhibition contents, and signed the guest book titled “Commemorating the visit to the Peace Memorial Park”.

それから引き続いて、12時5分頃、各国の首脳らは松井一實広島市長による先導で原爆死没者慰霊碑に進み、地元の中高生による介添えの下、原爆死没者慰霊碑で献花を行い、深い祈りを捧げた。
And then, from around 12:05, they were escorted to the Cenotaph for the Atomic Bomb Victims by Mr. MATSUI Kazumi, Mayor of the City of Hiroshima, laid a wreath at the Cenotaph, and offered a silent prayer with the support of elementary school students in Hiroshima.

Ｇ７首脳は、松井広島市長から原爆ドームについて説明を受けた後、岸田総理大臣とともに、平和への願いと、そのためのＧ７の結束への意志を込めて、公園内で被爆桜（ソメイヨシノ）の植樹を行った。
After hearing the explanation about the Atomic Bomb Dome by Mayor MATSUI, the G7 leaders, together with Prime Minister KISHIDA, planted a cherry tree that survived the atomic bombing (Somei-Yoshino) in the park, as a symbol of the aspiration for peace and the G7 leaders’ will to unite for achieving peace.

ロシアによるウクライナ侵略をめぐる情勢についてG7間で率直な意見交換が行われた。
１）G7が結束し、あらゆる側面からウクライナへの力強い支援と厳しい対露制裁を継続していくことが不可欠である。２）G7首脳は、ウクライナに対して外交、財政、人道、軍事支援を必要な限り提供するという揺るぎないコミットメントを改めて確認すると共に、制裁の回避・迂回対策含め、対露制裁の強化に向けた具体的な取組について一致した。

17時半ごろ、G7各国の首脳らは、サミット会場の広島市のホテルを出て、高速船などで世界遺産の厳島神社がある宮島に向かった
宮島に到着した各国首脳は、地元の小中学生からの手旗と花束による温かい歓迎を受けた後、ユネスコの世界遺産に指定されている嚴島神社を訪れた。G7首脳は、同神社に伝わる雅楽が演奏される荘厳な雰囲気の中、野坂宮司からの世界的にも有名な同神社の歴史や特徴等に関する説明に聞き入った。
G7 leaders who arrived at Miyajima Island received a warm welcome with hand flags and flower bouquets by local elementary and junior high school students, and then visited Itsukushima Shrine, a UNESCO World Heritage Site, located on Miyajima Island. They listened to the briefing concerning the history and details of the shrine, in a solemn setting of Gagaku music.

On May 19th, the G7 Hiroshima Summit Session 3 “Foreign and Security Policy” was held from 18:55 for 100 minutes.
「外交・安全保障」に関するワーキング・ディナーが、宮島・旅館：「みやじまの宿・岩惣」において、食事をしながら行われた。
１）法の支配に基づく自由で開かれた国際秩序を守り抜くG7の強い意志を示すことが不可欠であること、２）インド太平洋情勢に関して、中国をめぐる諸課題への対応、核・ミサイル問題、拉致問題を含む北朝鮮への対応などを引き続き緊密に連携していくこと、３）核軍縮・不拡散について議論し、「核兵器のない世界」の実現にはNPTの維持・強化を図ることが最も重要であること、などをG7として再確認した。

The G7 leaders reaffirmed that 1) it is essential to show the G7’s strong will to uphold the free and open international order based on the rule of law, and that 2) regarding the situation in the Indo-Pacific region, the G7 will continue to closely work together in responding to issues related to China as well as North Korea, including nuclear and missile issues and abductions issue, and that 3) maintaining and strengthening the NPT is the only realistic path toward realizing a “world without nuclear weapons”.

今回の「経済的強靱性・経済安全保障」は、Ｇ７サミットにおいて初めて取り上げた議題である。
１．Ｇ７として、１）サプライチェーンや重要な経済基盤の回復力の強化（強靱化）、２）非市場的政策、実行そして経済的威圧などへの対応の強化、３）重要かつ新しい技術の適切な管理などの諸問題に対して、結束して対応していくことを確認した。そして、Ｇ７として初めて、経済的強靭性および経済安全保障に関する包括的かつ具体的なメッセージを「経済的強靭性および経済安全保障に関するＧ７首脳声明」として発出することを決めた。
２．さらに、このセッションでの議論に基づいて、Ｇ７として、クリーンエネルギーへの移行や再生エネルギー機器の製造に必要不可欠である重要鉱物のサプライチェーンの回復力強化（強靱化）に関する「クリーンエネルギー経済行動計画」を発表した。

“Economic Resilience and Economic Security” were discussed for the first time as the agenda of the G7 Summit.
1. The G7 leaders affirmed that the G7 will be united in responding to issues such as 1) enhancing resilience of supply chain and critical infrastructure, 2) strengthening our response to non-market policy and practice and economic coercion, 3) appropriately managing critical and emerging technologies. Furthermore, the G7 for the first time decided on sending out comprehensive and concrete message on economic resilience and economic security in the “G7 Leaders’ Statement on Economic Resilience and Economic Security.”
2. Additionally, based on the discussion in this session, the G7 leaders announced the “Clean Energy Economic Action Plan” regarding enhancing resilience of supply chain of critical minerals that is necessary for clean energy transition and renewable energy devices manufacturing.

On May 20th, the G7 Hiroshima Summit Session 6 “Working Together to Address Multiple Crises” was held from 15:20 for 105 minutes. The G7 leaders along with the leaders of 8 invited countries and 7 invited international organizations discussed the issues of food, health, development and gender, among others.
8か国の招待国と7つの招待機関は、豪州、ブラジル、コモロ（アフリカ連合（AU）議長国）、クック諸島（太平洋諸島フォーラム（PIF）議長国）、インド（G20議長国）、インドネシア（ASEAN議長国）、韓国、ベトナム、国連、国際エネルギー機関（IEA）、国際通貨基金（IMF）、経済協力開発機構（OECD）、世界銀行、世界保健機関（WHO）、世界貿易機関（WTO）

President Zelenskyy’s Shocking visit to Japan (Hiroshima)
ゼレンスキー大統領においては、本人からの対面参加への強い希望が実現し、5月20日、午後3時半ごろ広島空港に到着。直前の午後2時半ごろからは、急遽、高速道路の通行が規制されるなど、物々しい警備の中、サミットのメイン会場に入った。

会場に到着すると、ゼレンスキー大統領はイギリス、フランス、イタリア、ドイツの首脳と相次いで会談。また、サミット招待国で長年、ロシアと友好関係にあるインドのモディ首相とも会談し、ウクライナが示す和平案を説明し協力を呼びかけた。
また、サミット最終日の21日に設定されたG7首脳との「ウクライナ情勢」のセッションと、招待8か国の首脳らも加えた「平和と安定に関する」セッションにもゲストとして参加し、窮状を訴え、意見を交わした。G7としては、ウクライナに対し軍事支援などを必要な限り提供していくことで一致した。アメリカのバイデン大統領は、F16戦闘機の訓練と機体の供与を容認することを表明した。

On May 21st, the G7 Hiroshima Summit Session 9 “Toward a Peaceful, Stable and Prosperous World” was held from 12:00 am for approximately 90 minutes. The G7 leaders along with the leaders of 8 invited countries and Ukraine’s President Volodymyr Zelenskyy, who attended as a guest, discussed how to respond to the challenges to peace and stability that the international society is facing.
Ｇ７首脳、８か国の招待国首脳、電撃来日したゼレンスキー・ウクライナ大統領はゲストとしで参加。ウクライナ情勢を始め、国際社会が直面する平和と安定への挑戦にどのように対応すべきか議論した。すなわち、１）ロシアのウクライナ侵略に見る「力による一方的な侵略」が人的被害やエネルギー、食料不安の増大など世界経済へ甚大な悪影響を及ぼしている現実に対処すべく、国際社会の平和を確保するための厳しい安全保障環境の構築が重要である。２）複数の首脳から、法の支配に基づく自由で開かれた国際秩序を守り抜くためには、「核兵器のない世界」に向けた現実的な取組みや、安全保障理事会を含む「国連の改革」が必要であることが指摘された。

The leaders and the heads visited Hiroshima Peace Memorial Museum, saw the reality of the atomic bombing, received an explanation of the exhibition contents, and signed the guest book titled “Commemorating the visit to the Peace Memorial Park”. And then they were escorted to the Cenotaph for the Atomic Bomb Victims, laid a wreath at the Cenotaph with the support of elementary school students in Hiroshima.
